This could go horribly wrong (train back home after night out). I think you want to use the business properties for each target as you add them and assign to groups based on business rules, then give admins access to the groups. My general rule here is that you should define systems along tech lines and groups on business lines. It would be nice if 12.x allowed customization of the business fields but they're reasonably flexible with some imagination.
