Yes. To my knowledge the following DBMS support sequences (the way Oracle does):
- Postgres
- DB2
- SQL Server 2012
- Firebird (called "generators" there)
- Informix
- Ingres
- MonetDB
- Vertica
- Cubrid
- NuoDB
- Apache Derby
- H2 Database
- HSQLDB
