I'm not sure that *always* helpful. Tnsping, after all, only tells you that the listener is up and running. You still get an "ok" response if the database is fragged (or just shutdown).
Many is the time I've asked a fellow DBA "is the database up?" to be told "I can tnsping it, so it must be". A Paddington Stare from me usually reminds them of the error of their ways! :-)
Just sticking my oar in where it's not needed (again!). ;-)
