Can you post what Richard asked for, as well as some excerpts from the alert logs on both the primary and standby? You should see errors there.

Are you using a dataguard broker?
what is standby_archive_dest set to?
what is the value of log_archive_dest_state_<n> on the primary? It should be ENABLE.
