The document suggests rebooting Windows to delete some remaining files and
folders. But all we need is really just to find the processes holding the
files/folders open. In case of Oracle uninstall, it's almost always oci.dll
opened by MSDTC (Microsoft Distributed Transaction Coordinator). Temporarily
stopping the service allows us to delete the file. You can see open files in
`handle -a' or Process Explorer (utilities from Sysinternals.com).
