The document suggests rebooting Windows to delete some remaining files and folders. But all we need is really just to find the processes holding the files/folders open. In case of Oracle uninstall, it's almost always oci.dll opened by MSDTC (Microsoft Distributed Transaction Coordinator). Temporarily stopping the service allows us to delete the file.
