10.2.0 Standalone OEM Sessions Page Lacks Controls

Product: 10.2.0.2 Client on WinXP - Standalone OEM Console (version 10.2.0.0.0)
Problem: The Sessions List screen doesn't have the Controls pane at the bottom like 9i OEM Standalone does.

I've searched the OEM Help, MetaLink, Google, etc. and can't find out how to turn it on or that its lack is a bug. The OEM Help indicates that it should be there.

I don't want Grid Control and all that extra mess, just the Standalone OEM Console that I've used for various things in 9i and the 8i DBA Studio before that.

What am I missing?
