I would think that the latest version of Oracle still has the hidden parameter _make_sql_run_faster which you set to "TRUE" which, with all these other things, should also help.

you are slipping. Everyone knows that you need to set the spin_count = log(rotation speed of your disks). Double it for single-cpu systems
