I can't imagine a reason to do it. If hourly snapshots are sufficient (and they generally are, unless you're digging into a specific performance problem), having an extra snapshot from DB startup to first hourly isn't going to give you very useful info.

I am in the midst of implementing hourly statspack snapshots in our databases and am wondering what other people's thoughts are about creating startup and shutdown triggers to snapshot the database. I'm leaning towards not doing it unless there is a good reason to do it. It seems to me like it could add complexity in recovering and shutting down a database. Any thoughts?
