Do you have execute privs set for MAILER.DBMS_OFFICE?? Does it exist on the second database??
Is the MAILER schema on the database?

(I'm climbing my ladder of thoughts as I'd check them)

I'm guessing it's a problem with DBMS_OFFICE and not with the trigger after seeing this.
