sqlplus Connect Slow on

OS. Tru64 Unix ver 5.1
Oracle 8.1.7.2
m/c GS320 Alpha Server

After 900 User processes are Connected to a Database , sqlplus system/manager@<Connect String> When issued DIRECTLY from the DB Server takes about 1 minute to Reach the SQL> prompt

Any parameters , pointers , Docs ?
