Can you create a database link back to same database?

Can you create a database link back to same database? I have a product that uses database links to create a copy of the database, the users now want to copy it back to another schema on the same instance. I get ORA-02019: connection description for remote database not found or ORA-2082
Either I'm missing something in my syntax or this can't work - which is it?

SQL> create database link fr.is.inr.com_at_toad connect to test identified by test using
  2 'fr.is.inr.com';
