Price of Oracle itself is so much more then NT that difference in prices of operating system is insignificant. NT get fixes faster then Linux - for example there is no 8.1.6.2 on linux yet. From another point of view it is much easier administer Oracle on linux then on NT.

Just want to throw in 2 cents.
Such choice must be made based on

- What is this database for? How crucial is it?
- How much data are you going to store?
- How mary users
- etc.
 

Cost is just one of them.
As far as what I have experiences, Oracle works better on NT than Linux.

they want to build an Oracle DB on a server ( PC ) dedicated exclusively for the DB .
They ask whether it is better to put a Linux or an NT on that PC . I.e which OS is better for hosting an Oracle DB on PC ? What are the pros & cons of each ?
They are mostly concerned about reliability & performance .
