IN MOST CASES it does clean up after itself but runaway processes (zombies) are something I deal with daily. I have my users come and tell me if they have to control-C out of SQL*Plus, an application, or if their PC reboots, when connected to the production database because I do not want to take this chance.

Yes Oracle is clever enough to unlock the records. I think it is pmon which will go and release locks held by a user after the users session is aborted
