I start it at 3. Level 2 (on my machines, YMMV) is "network online, multi user, no application started". What this means is that network services such as ftp and sshd are running, and users can login, but the application primary services (for example, Oracle, Netscape Enterprise Server, WebLogic) are off-line. This is very useful during maintenance, because the machine is fully "usable" but without the overheads (CPU, memory, boot time) associated with the primary services, and it guarantees that no-one will be trying to access the application (and phoning me to complain that it doesn't work). If I need the applications myself, I'll bring them online using the scripts in /etc/rc3.d, or by hand, then shut them down afterwards.

A machine in runlevel 3 is fully available in whatever role it has been assigned, and cannot be taken off-line (except in an emergency) without giving plenty of notice to the users (even if they are duhvelopers :0) ).
