Not a forum in the current "web forum" sense, though of course it is a forum in the sense of "a place to discuss things". As soon as you click the Post button the message is on its way to the world of NNTP servers, controlled by a variety of people and organisations. There is no central control, there is no master copy that you can edit.

If you post from Google Groups you can delete you own post, but your chances of doing that before it is on its way round the world are very low.

If you are not using Google Groups, in theory you can "cancel" or "supersede" your post, but this usually does not work, partly because message distribution is asynchronous and multi-path so the cancellation etc may not reach some server that has the original message, but mostly because many NNTP servers ignore at least some cancellations etc, and the policies for which (if any) will be obeyed vary between servers. The reason for this is that fake cancellations etc are extremely common and ignoring them is seen as the lesser of two evils.

Apparently Google Groups ignores cancellations etc, it would be pointless to be the odd one out.

also, there are Google Groups which are not Usenet Groups and do not behave like this.

This is a Usenet Group, and the behaviour you dislike is, in fact, the price of freedom.
