Again, that depends on exactly what one means by 'paradigm'. If one means an example or exemplar, then yes, the relational model is the paradigm of a sound logical data model. If you mean the declension of a verb, then, obviously the answer is no. If you mean a scientific worldview, then the answer is again no:
