Right on. Nature of the beast, if you're also referring to relations. Still, herds come in different sizes. Sometimes they need only one wrangler. Plus even large flocks need only one shepherd (well, plus maybe a border collie or two).
The reason I say what might sound silly is that if herd is part of the lingo, let's see the metaphor through.
