Interesting question, which I had also contemplated on, and then reworked to:

Is there a *system*(model) that is able to recompose to full, and model from irreducible relations? (rephrased form previous post) Actually the only models that more or less archieves this that i know of are FCO-IM and ORM.
These are actually NIAM dialects that map rather elegantly to relational schemas (not all NIAM dialects do). This actuallty implies that FCO-IM/ORM would be a good candidate to as an implementation model for a RDMBS that exibits this feature. Interstingly, these are currently in use asconceptual information modelling languages from which a relational schema(BCF to 5NF) can be deduced.
