I took it to mean development by successive approximations. In other words, after the first brainstorming meeting I have a draft. It is both incomplete and in error, yet it is correct for the stage we are at. After the next draft it is less incomplete, hopefully is less in error, but maybe not because we are adding to it. And so forth.
