Looking at the headers more closely, I see that it's posted through Google, suggesting he is not a regular Usenet user, and he has not of course followed up. Alas, it seems the price of free speech is a lot of noise.
But to conclude what he is actually selling, I happened to be on the phone with my old boss from the days when I was in that business, and he knows every NCOA licensee off the top of his head. He knows conclusively that listadvantage is not an NCOA licensee.
That means they would take your order, bundle it up with others, and get a discount price from someone who is actually licensed to do it. Still a better deal than you or I could get on our own, but the astro-turfing is pretty tacky.
