I think you are right. I have been expecting something more "formal". There is also the reference to the 1985 Computerworld articles,
Codd, E. (1985). "Is Your DBMS Really Relational?" and "Does Your DBMS Run By the Rules?" ComputerWorld, October 14 and October 21
but I have not been able to find a copy of these papers.
