Oracle's drivers are typically updated to support newer versions of their database software. In the past the Microsoft OLEDB Driver (MSDAORA) was more stable, however it is coded against OCI 7.0 and will no longer be updated to support newer versions of Oracle.
If you're using .NET then I would recommend using the native Microsoft or Oracle .NET library instead of OLEDB or ODBC.
