Odd - unless your tnsping is another client version than your sqlplus... Check how many tnsnames.ora files your client has. Must be two (or more).
Another source might be the use of the ip-address in tnsnames.ora, but then tnsping should not work either.
Sure nothing else was changed than the ip address? The domain, for instance?
