The link totally depends on your version, which you haven't included, so all I can suggest is that you go to http://tahiti.oracle.com and drill in from them. I suspect you're on some version of Oracle8 or 8i from the GC parameter you mention, but that's not really enough to go on.
As for the parameter you mention, it's a parameter used for Oracle Parallel Server (as are all the GC_ parameters). If you're not using OPS, remove it. You don't need it.
