Transaction clogs Oracle & website

Hi,
The company I work for has Oracle 8.1.6 on RedHat Linux 6.2
This DB is accessed by a website served by Microsoft's IIS.
There seems to be a problem with a particular transaction which causes
the DB to overflow and to consequently make the web site to become
extremely slow.
The people in charge usually have to restart the web server, thus
flushing all DB connections.
My question is if there is way to find out what query or transaction is performing in Oracle with requirements so big that it clogs the DB ?
I can use the advise of using some commercial tools, but I'd rather see if there is a way to do it through the system tables and views.
