TEXT_IO Package

How can I get the text_io package. Probably I have to run some kind of a script but I don't know which one. Can anybody help me? (I'm looking fro the text_io because sometimes DBMS_OUTPUT.PUT_LINE doesn't display what I want, even when the serveroutput in on)
