local sqlplus gets "ORA-07320: smsget: shmat error when trying to attach sga"

Running sqlplus locally on our AIX 4.2 server gets the error:   ERROR:ORA-01034:ORACLE not available
  ORA-07320: smsget: shmat error when trying to attach sga.   IBM AIX RISC System/6000 Error: 13: Permission denied

sqlplus remotely (over TCP/IP) works OK.

This unhappiness started after a bad install of OAS 4.0.7 on our 7.3.4 server with sqlnet 2.3.4. (Some library updates = AIX 4.2.1.7 were  needed for the install to work and we didn't have them. Now it will be a little while before we can try again - argh!)

What could cause this error? An ipcs command showed the Oracle shared memory with "owner.group" = "oracle.dba" and 640 permissions. Is that our problem? Or the non-working install somehow?

Anybody have some experience with this?
