I had the same thing, Oracle UK said that it was a bug and to upgrade to , I think 3.0.1.1, I'm not sure of the exact number, but the latest version of OWAS 3.
I haven't been able to always replicate this problem.
For me it seems to happen most commonly if I have two or more listeners , listening on different ports, up at the same time.
