The Oracle ConText Cartridge is an ideal solution for your "problem", and is what I use myself.

Using ConText, you have the ability to index documents/text that are stored within the Oracle database. Or you have the option of indexing them by reference (storing a file specification or URL in the database), while physically storing your files on a filesystem accessible by your server.

ConText is bundled with a large number of filters, one of these being a filter for Microsoft Word for Windows documents. So...indexing them is not a problem. Then, you could use the Web Developer's Toolkit to build an interface to query these documents.
