Adding a new newsgroup is a long and involved process. Since this process just cycled, I don't think you could do it for another six months (from September). I can't believe they didn't vote in an apps group, but that just shows the bias of the users of the soon to be former comp.databases.oracle. I've seen the same thing happen in my local user group - every so often one or two apps users drop in, see the technical orientation, and are never heard from again.

General discussion about oracle goes in cdo.misc, and discussion about tools goes in cdo.tools. Ask again and again for an apps group, and convince other apps people, and get someone to volunteer to shepherd it through the newsgroup creation process. Good luck!
