We've had similar problems under Windows 3.1. The answer there seemed to be to try different places to put the WINSOCK.DLL file: windows directory is a good one. Once you've got that in the "right" place, the message will change to one about being unable to find the rest of the DLLs that go with it. So move them as well.
I don't know if this will help under W95, but it could be another straw at which to grasp!
