Well, it wouldn't surprise me. When I did a similar job on our "ye-olde" Oracle 6 instance recently, our largest tablespace (about 250Mb) took 19 minutes to drop. I dropped it "including contents" as you did.

You can expect the recreation to take a while as well. An interesting excersise is to issue a CREATE TABLESPACE command with a suitably large datafile, eg 500Mb, and then keep checking it's location and size with ls -l (or whatever). You can see the file size increasing as Oracle builds the space, and thereby get some idea of the timescales...

Not sure, but my money is on it was caused by breaking out. Did you check the state of the tablespace and it's contents afterwards? What condition was it in?
