 I would like to thank all those who respnded to this thread, especially Sybrand Bakker. With help from Sybrand's sqlnet.ora file, we were able to cut our connect time down to 3 seconds (same as NetV1). The fix for our site was to set AUTOMATIC_IPC to OFF. That's it.
