Financials Smart Client Upgrades

A Question or two about upgrades.

We are about to upgrade our smart client software from prod 12 to prod 13. Oracle Canada has warned us to ensure that no client with prod 12 software try and connect to a prod 13 database or vice versa. In a small organization we would run around and change thier software but in a large organization, and by large I mean 200 or more stations not centerally located, how do you ensure that all software has been updated or if a machine was missed that it cannot connect to an upgraded server? We currently load the smart client software on all of the users workstations and run it from there not from a centerally located fileserver.

Does Oracle have any method for the distribution and installation of new software on the client machine?
