Oracle Newbie Needs Help

To all:
We have recently attempted to install Oracle Server and Client softwware on our LAN at Eastern Illinois University. The main problem is that I cannot get my server machine to "see" or connect to the database on the server. Both the listener and tsnames files appear to be correct. however there has been no topology file generated. I guess that I have missed some installation steps but have not been able to figure out what those steps are/were. We are running a windows NT server using TCP/IP protical. the client machines are Win95. We are using version 7.3 server software and SQL Plus 3.3. The only listener file currently active is for Example1 (TCP). I can't even connect to that. Can any on give me some insight as to what step I should take to "talk" with the server database.
