Both 16 bit and 32 bit SQL*Net should be on the same CD that the Oracle Server was installed from. Toward the beginning of the installation process, a dialog box pops up with options for installing the server, client tools, network stuff, some other stuff, and selective install. Choose the selective install, and a big dialog box pops up with 2 big panes. The left side lists stuff you can install, the right side lists stuff you already installed. Select the SQL*Net 2.2 stuff. Supposedly, you should not install both SQL*NET 1.1 and 2.2 because they are incompatible. You then need to run SQL*Net Easy Configuratin to create a database alias for your instance. There are actually 2 versions of Easy Configuration: 16 bit and 32 bit. The 16 bit Easy Configuration configures the 16 bit SQL*Net and the 32 bit Easy Configuration configures the 32 bit SQL*Net.

You also need to install and configure the client tools and SQL*Net on the client machine. If you create a database with a SID other than ORCL, you need to manually edit the LISTENER.ORA file on the server to add your SID.
