sqldba32 vs. sqldba16 for personal oracle7

I have to create a database for work and we have purchased Personal Oracle7 for Windows. Since we have not used Oracle as yet, I guess I am the unofficial DBA and Security Manager, but as Sgt. Schultz said, "I know nothing"! I installed PO7 after installing Win32s as per the user's guide on a 486 with 16 megabytes of RAM. All the basic tools (Database Manager, User Manager, etc.) work fine. When I start SQL*DBA, I get a "GROWSTUB" error followed by a Protection Fault. After the error text boxes have been closed, SQL*DBA at least accepts the "exit" command and terminates normally. While looking through the orawin\bin directory, I noticed there was sqldba16.exe as well as sqldba32.exe. I made an icon which starts sqldba16 instead of sqldba32. sqldba16 starts with no errors. I searched the on-line documentation but could not find any information about either of the programs.
My 1st question is: Do both of the programs perform all of the same functions? My 2nd question is: Is there something I should add to an INI or some other file to get sqldba32.exe to run without any errors?
Any help would be greatly appreciated!
