Rich, I've recently had the exact same ORA error message. I got the message after I rebuilt the Oracle executables and neglected to relink my other executables to the new image of Oracle. I'm running in a different environment, ( OpenVMS 6.1, Oracle 7.1.3 on an Alpha box ) but maybe the P07 navigator also needs to be relinked.
