SQL*Net on 'local' machine

I am trying to get a Netscape LiveWire beta talking to a WG2000 eval with SQL*Net V1. I get a ORA-12203 error. Which is a SQL*Net V2 error. I understand that I may be able to get around using SQL*Net if the Oracle server resides on the same machine that is making a request. How do I set this up? Is is through the TNSNAMES.ORA file?
