Oracle/Sybase DBLib Layer?

I need to create a layer which will allow us to plug either Sybase or Oracle, or other db into the backend. I imagine the best way to make this code generic is to encapsule the database connections,
cursors etc in functions which I can call from my main code. Of course the functions would return the same information regardless of whether it's from Sybase or Oracle. Any advice would be most appreciated, or if you know of any libraries in existence that do this it would be most excellent.
