Oh no! Not again. This thread was thrashed to death a few months back to no furitful purpose. Let us not start it again especially when the recruiters thread seems to be drawing to a close.

The general conclusions drawn last time were

(1) that there are good consultants and bad consultants from any country.
(2) Recruitment is an important task not to be taken lightly.
(3) Project Managers have a responsibility to keep on top of what is happening 

on their project and not blame the hapless programmers when things go wrong.
