Unable to start dedicated process

Can anyone tell me what the problem is. I have got an Oracle 7.0.15 installation installed on SUN 2.3 and I have oracle server manager installed on a Pentium with Windows NT 3.5. I have done all the configurations at both sides that i know of but i still receives the message "Unable to start a dedicated process" on my Windows client. When i look at the messages on the unix/oracle-server it says that I may not have installed the protocol Adapters even though I have installed it several times.
