Netscape's servers are designed to serve mainly static documents, though they do offer some dynamic functionality via CGI.

Oracle's web servers are designed specifically to parse PL/SQL procedures. In addition to standard PL/SQL functions, the procedures contain "htp" statements which are translated by the Oracle server into HTML. One could think of the the Oracle server as a dedicated special-purpose CGI server, though the way it works is somewhat different (and more efficient) than CGI.

I haven't used Oracle's product, but this is how I believe it works. Please correct me if I'm wrong.
