it gets down to which tool/language fits you. if you like pascal, then use Delphi, unless you can use Visual Basic which is just good but requires you use basic as your scripting language. if you like basic, the Oracle Power Objects is real good cause its tailored for RDBMS usage and has a lot of built in tools to do things likes master/detail, relational queries, and reports.
