I assume you've already looked at Oracle's own tool (Designer/2000), right? It allows you to Reverse Engineer the physical database, and then Retrofit the table/constraint/index/etc. definitions into a Logical Data Model (aka entity relationship diagram aka 'what you wanted').

If the reason you *didn't* mention it was because you had looked at it and discarded it (for whatever reason) as an option, there are other tools (i.e. LogicWork's ER/win product); but having worked with Designer/2000 for a while now, I'd have to recommend it as the tool of choice in your case (especially because the data is in an Oracle RDBMS to begin with).
