SQL*Net V 2/DecNet from Vax to Alpha problem

I have a 7.1.5.2 database running on an Alpha 2100 under OpenVMS 6.1. I have SQL*Net V2.1/DecNet installed on the server. I have a Vax OpenVMS 6.1 client using SQL*DBA to connect to the Alpha.
The problem I have is, it will not allow more than about 20 connections. We have plenty of memory (well, enough to do the job) and cannot seem to get any further. We get ORA-12500. When I called OCS, they faxed a sheet of simple instructions that assumed that we had NO connections working (like, check the protection on the *.ORA files, is the host declared in NCP, etc).
Any clues? My only other guess is a DecNet-level restriction (i.e., not an Oracle problem). Alas, our computer department is not to "hot" in the networking arena, so help from them is unrealistic.
We recently upgraded from SQL*Net V 1, and since have turned that back on, so we can run our normal user load.
