It may be SQL15WIN.LIB that you are missing.

The Borland 4.O compiler IS one of the supported configurations for Pro*C, as is MicroSoft Visual C/C++ compiler.

You need to check out two bulletins from Oracle on this
108403.163 about the unresolved sqlcex and
106569.608 for supported Pro*C compilers on your platform.
Oracle's faxback service can get you them, or you could pull them down from RTSS
