Visual Attributes

I am trying to have few standard visual attributes. Which could be used by our developers. Could some one help me how do i do this.

Shoul i create these visual attributes in a form and store it in the database and then reference it. OR is there a way to modify the resource file or Oracle.ini. We are working in a client server env ( Forms 4.5 ).
