VMS-ORACLE- Deleting a instance (DB)

I'm using VMS on a DEC Alpha with Oracle 7.1.2. I've created a test database using the ORACLEINST script. I thought that to delete the database all I had to do was delete all the files in the specified directory (control, data... files are all located here). The Oracle Administrators book states that this is the correct procedure to follow after shuting down the instance. Why does SQLDBA complain that the database still exists? Any ideas anyone?
