A point to check:

        Did you go into Control Panel/Services and remove the Oracle
        services before removing the physical files?  And reboot NT to
        get the new settings saved to disk?

If not then step 2 would be to start RegEdit32 and delete all the Oracle entries manually before re-installation of Oracle.
